We are delighted to invite you to join our upcoming Briefing titled, ‘State Board Positions: Recruitment Advice and Guidance’, from 9.30am to 10.30am on Thursday, 25th May 2023. 

The session will include presentations from Margaret McCabe, Chief Executive, Public Appointments Service, and Michelle Noone, the Head of Senior and Executive Recruitment, Public Appointments Service. In the course of their presentations, Margaret and Michelle will address the State Board recruitment process, and what potential applicants should be mindful of before they submit their application. 
 
The Public Appointments Service, through its website stateboards.ie, provides an open, efficient and effective gateway to identify high calibre potential appointees to State Boards.

Margaret McCabe,

Margaret McCabe,

Chief Executive, Public Appointments Service

Margaret McCabe is the Chief Executive of the Public Appointments Service (PAS), a position she started on 1st January 2023. A champion of a strong public sector ethos, Margaret is committed to a public service that is equal, diverse and inclusive. As Chief Executive of PAS, she is responsible for the development and implementation of strategy that ensures the effective leadership, management, and control of the Public Appointments Service. She is accountable to the board for same.

A career civil servant, Margaret has extensive experience in recruitment and selection. Prior to becoming Chief Executive of PAS, she was the organisation’s Chief Operations Officer. She also previously held the position of Head of Recruitment & Selection at PAS, overseeing recruitment to the civil service, local government, An Garda Síochána and the Health Service Executive. She is the first internal candidate to be appointed as Chief Executive of PAS in its 22-year history. 

Margaret holds a Masters in HR and a Higher Diploma from the IPA. She is also a graduate of Common Purpose.

Michelle Noone,

Michelle Noone,

Head of Senior and Executive Recruitment, Public Appointments Service

Michelle Noone is the Head of Senior and Executive Recruitment at the Public Appointments Service. She is responsible for the provision of recruitment services for senior executive and non-executive roles across the civil and public service. This includes the appointments process for Chairpersons and Non-Executive Directors to the boards of state agencies.

Prior to joining the Public Appointments Service in 2014, Michelle worked for 20 years in executive search, as an Executive Search Manager in KPMG providing recruitment services to clients in Plc., Irish indigenous and SMEs across a variety of industry sectors. She started her career in Human Resources with PriceWaterhouseCoopers in Paris. 

Michelle is the President of the Alliance Francaise Dublin. She has a BA in Anthropology, a Diploma in Executive and Leadership Coaching and speaks fluent French.
