In the course of their presentations, Shirley and Michelle will address the State Board recruitment process, and what potential applicants should be mindful of before they submit their application.

Shirley Comerford

Shirley Comerford

CEO, Public Appointments Service

Shirley Comerford is the CEO of the Public Appointments Service, having been appointed to the role in July 2018. The Public Appointments Service is the centralised provider of recruitment, selection, and assessment services across a diverse range of public service organisations. These include the Civil Service, Local Authorities, Health Service Executive, An Garda Síochána, and other public bodies. The organisation runs publicjobs.ie, Ireland’s premier public sector recruitment website as well as stateboards.ie, which supports appointments, by Ministers, to State Boards in Ireland.

Shirley has a track record of successfully delivering strategic transformational change programmes. During her time in the Public Appointments Service, she has enhanced its organisational commitment to diversity and inclusion by establishing a dedicated Equality, Diversity and Inclusion team within the Public Appointments Service and delivered its first Equality, Diversity and Inclusion Strategy 2021-2023.
 
She holds a degree in Human Resource Management, Professional Diploma’s in both Corporate Governance and Strategy, Innovation & Change from the UCD Smurfit School and is a qualified Organisation and Workplace Mediator.

Michelle Noone

Michelle Noone

Head of Senior and Executive Recruitment, Public Appointments Service

Michelle Noone is the Head of Senior and Executive Recruitment at the Public Appointments Service. She is responsible for the provision of recruitment services for senior executive and non-executive roles across the civil and public service. This includes the appointments process for Chairpersons and Non-Executive Directors to the boards of state agencies.

Prior to joining the Public Appointments Service in 2014, Michelle worked for 20 years in executive search, as an Executive Search Manager in KPMG providing recruitment services to clients in Plc., Irish indigenous and SMEs across a variety of industry sectors. She started her career in Human Resources with PriceWaterhouseCoopers in Paris. 

Michelle was appointed President of the Alliance Francaise Dublin on 1st November 2021, following a number of years as a Non-Executive Director and Chairperson, Governance Committee. She has a BA in Anthropology, a Diploma in Executive and Leadership Coaching and speaks fluent French.
